MG5 aims to build an effective National Facilitating Committee (NFC) to provide country-level oversight of project activities and ensure that dugong and seagrass conservation considerations are integrated within relevant national environmental policy, planning and regulatory frameworks.

MG5 will undertake a thorough analysis and review of gaps in legislation concerning dugong and seagrass ecosystem conservation through participative approaches, with a view to developing concerted recommendations for legislative reform that contribute to the improvement of the protection of dugongs and their habitats.

The key aims of the NFC will be: 1) conservation planning and the creation of a legal framework for conservation; and 2) the development of an advocacy training program. The Committee will also seek to establish locally-based structures at four intervening sites of project partners for facilitating the implementation of dugong and seagrass conservation, as well as a national exchange platform for ensuring the sustainability of conservation of dugongs and seagrass.

The NFC will establish synergy with other partners of the GEF Dugong and seagrass Conservation Project in Madagascar in order to procure updated information related to dugong and seagrass status; such relevant information will contribute to the development of concerted policy and planning on the conservation of dugongs and their habitats.
